Foreign dozers and pipelayers to be imposed by import taxes

By the Regulation of the Government of the Russian Federation № 960 dd. 28 November 2009 “About introduction amendments into the list of technological equipment (including components and spare parts) analogues of which are not manufactured in the Russian Federation, import to the customs territory of the Russian Federation of which is not im-posed by VAT”, amendments into the list of the technological equipment approved by the Regulation of the Government of the Russian Federation № 372 dd. 30 April 2009 are in-troduced.
This Regulation of the Government of the Russian Federation annuls tax exemption for import of foreign equipment (components and spare parts) including dozers and pipe-layers.
The following FEACC (Foreign Economic Activity Commodity Classification) codes are excluded from the equipment list:
•    FEACC code 8426 49 001 0 – pipelayers with a lifting capacity of 90 tones de-signed for operation at ambient temperatures -50ºC and lower;
•    FEACC code 8429 11 002 0 – tracked dozers with straight blades/angle blades with a power of 400 hp and more designed for operation at ambient temperatures -50ºC and lower.
"Due to active and purposeful work, the special-purpose committee of the Russian Engineering Union managed it, to make an outstanding contribution in protection of inter-ests of domestic manufacturers of road-building machinery not conceding in quality to the best foreign analogues. This very timely taken decision of the Government of the Russian Federation will allow Russian enterprises in the present difficult conditions to consolidate positions of the competitive products in the domestic market” noted Deputy Chairman of the Russian Engineering Union Vladimir Gutenev.
